Santa Ana 2020 Urban Water Management Plan <br />arcadis.com <br />2-3 <br />2021 OC Water Demand Forecast for MWDOC and OCWD Technical Memorandum <br />(Demand Forecast TM) provides the basis for water demand projections for the City, MWDOC’s <br />member agencies as well as Anaheim and Fullerton. <br />MET’s 2020 Integrated Water Resources Plan (IRP) is a long-term planning document to <br />ensure water supply availability in Southern California and provides a basis for water supply <br />reliability in Orange County. <br />OCWD’s Groundwater Reliability Plan (to be finalized after July 2021) provides the latest <br />information on groundwater management and supply projection for the OC Basin, the primary <br />source of groundwater for 19 retail water suppliers in OC. <br />OCWD’s 2019-20 Engineer’s Report provides information on the groundwater conditions and <br />basin utilization of the OC Basin. <br />OCWD’s 2017 Basin 8-1 Alternative is an alternative to the Groundwater Sustainability Plan <br />(GSP) for the OC Basin and provides significant information related to sustainable management <br />of the basin in the past and hydrogeology of the basin, including groundwater quality and basin <br />characteristics. <br />Local Hazard Mitigation Plan provides the basis for the seismic risk analysis of the water <br />system facilities. <br />Water Master Plan of the City provides information on water infrastructure planning projects and <br />plans to address any required water system improvements. <br />Statewide Water Planning <br />In addition to regional coordination with various agencies described above, the City as a MET member <br />agency is currently a part of MET’s statewide planning effort to reduce reliance on the water imported <br />from the Delta. <br />It is the policy of the State of California to reduce reliance on the Delta in meeting California’s future water <br />supply needs through a statewide strategy of investing in improved regional supplies, conservation, and <br />water use efficiency. This policy is codified through the Delta Stewardship Council’s Delta Plan Policy WR <br />P1 and is measured through Supplier reporting in each Urban Water Management Planning cycle. WR P1 <br />is relevant to water suppliers that plan to participate in multi-year water transfers, conveyance facilities, or <br />new diversions in the Delta. <br />Through significant local and regional investment in water use efficiency, water recycling, advanced water <br />technologies, local and regional water supply projects, and improved regional coordination of local and <br />regional water supply efforts, the City has demonstrated a reduction in Delta reliance and a subsequent <br />improvement in regional self-reliance. For a detailed description and documentation of the City’s <br />consistency with Delta Plan Policy WR P1 see Section 7.4 and Appendix C. <br />2.2.2 Wholesale and Retail Coordination <br />The City developed its UWMP in conjunction with the MET’s 2020 UWMP. As part of the 2020 UWMP <br />coordination process, the City provided its water demand projections over the next 25 years to MET <br />(Table 2-3). The projections of the City’s water demand over the next 25 years were facilitated by <br />MWDOC, the wholesale member of the OC 20x2020 Regional Alliance, by using the historical water use <br />and initial water use projections provided to MWDOC by the City.
