Santa Ana 2020 Urban Water Management Plan <br />arcadis.com <br />3-3 <br />3.1.2 City Council <br />The City is governed by a non-partisan seven-member City Council, elected to serve staggered four-year <br />terms, except for the Mayor, who serves a two-year term. The City Council appoints the City Manager and <br />various members of commissions, committees, and citizen advisory groups, all of which may weigh in on <br />water management issues and decisions for the City. The current Council members are: <br /> Vicente Sarmiento, Mayor <br /> Thai Viet Phan (Ward 1) <br /> David Penaloza, Mayor Pro Tem (Ward 2) <br /> Jessie Lopez (Ward 3) <br /> Phil Bacerra (Ward 4) <br /> Johnathan Ryan Hernandez (Ward 5) <br /> Nelida Mendoza (Ward 6) <br />Water Service Area and Facilities <br />3.2.1 Water Service Area <br />The City is in the heart of Orange County and is the eleventh largest City in California. The City’s Water <br />Utility provides water service within a 27.5 square mile service area. The service area includes the City of <br />Santa Ana and a small neighborhood in the City of Orange, near Tustin Avenue and Fairhaven by the <br />northeast corner of Santa Ana. A map of the City's water service area is shown as Figure 3-2.
