Santa Ana 2020 Urban Water Management Plan <br />arcadis.com <br />5-15 <br />5.2.1 SBx7-7 Target Methods <br />DWR has established four target calculation methods for urban retail water suppliers to choose from. <br />The City is required to adopt one of the four options to comply with SBx7-7 requirements. The four <br />options include: <br />Option 1 requires a simple 20% reduction from the baseline by 2020 and 10% by 2015. <br />Option 2 employs a budget-based approach by requiring an agency to achieve a performance <br />standard based on three metrics <br />o Residential indoor water use of 55 GPCD <br />o Landscape water use commensurate with the Model Landscape Ordinance <br />o 10% reduction in baseline CII water use <br />Option 3 is to achieve 95% of the applicable state hydrologic region target as set forth in the <br />State’s 202020 Water Conservation Plan. <br />Option 4 requires the subtraction of Total Savings from the baseline GPCD: <br />o Total savings includes indoor residential savings, meter savings, CII savings, and landscape <br />and water loss savings. <br />With MWDOC’s assistance in the calculation of the City’s base daily per capita use and water use targets, <br />the City selected to comply with Option 3 consistent with the option selected in 2010 and 2015. <br />5.2.2 2020 Targets and Compliance <br />Under Compliance Option 3, to achieve 95% of the South Coast Hydrologic Region target as set forth in <br />the State’s 20x2020 Water Conservation Plan, the City’s 2020 target is 142 GPCD. In addition, the <br />confirmed 2020 target needs to meet a minimum of 5% reduction from the five-year baseline water use <br />which is 116 GPCD. Therefore, the City’s confirmed 2020 target is 116 GPCD as summarized in Table <br />5-1.
