Public Works Agency <br />https://www.santa-ana.org/pw <br />Item # 20 <br />City of Santa Ana <br />20 Civic Center Plaza, Santa Ana, CA 92701 <br /> Staff Report <br />May 18, 2021 <br />TOPIC: Memorial Plaque <br />AGENDA TITLE <br />Approve Installation of Memorial Plaque Honoring Charlene Hansen <br />RECOMMENDED ACTION <br />Approve the installation of a memorial plaque in the public right-of-way at the southeast <br />corner of Civic Center Drive and Lacy Street honoring Charlene Hansen. <br />DISCUSSION <br />The Civic Center Bike Boulevard project, bounded by Broadway Street to the west and <br />Santiago Street to the east, was designed to improve the safety of pedestrians and those <br />that travel by bicycle. The project’s primary goal is to promote the concept of ‘sharing the <br />road’ and thus encourage multimodal transportation. While still accommodating vehicle <br />traffic, the street improvements were designed to encourage a neighborhood-oriented <br />feel and increase the quality of life for residents. <br />On June 17, 2017, Santa Ana resident Charlene Hansen passed away as a result of a <br />pedestrian-auto accident while crossing the street at the intersection of Civic Center Drive <br />and Lacy Street, which is at approximately the mid-point of the project. A life-long resident <br />of the City of Santa Ana, Ms. Hansen was a prominent and highly regarded community <br />member and worked for the Postal Service for over 30 years, delivering mail to the Floral <br />Park area where her grandparents once lived on Heliotrope Drive. She lived in an <br />apartment which overlooked her childhood home on Lacy Street and was 71 years young <br />when she passed. <br />A local community organization has requested the Civic Center Bike Boulevard project <br />include a plaque in the public right-of-way at the southeast corner of Civic Center Drive <br />and Lacy Street to honor Ms. Hansen’s contributions to the community and acknowledge <br />the traffic safety enhancements and awareness brought about by the project. <br />ENVIRONMENTAL IMPACT <br />There is no environmental impact associated with this action.
