Police Department vehicle collisions in 2020 dropped 33% when compared to 2019. <br />Additionally, at-fault crashes dropped 44% during the same period. <br /> <br />In 2018, the Police Department assessed its training program and identified improvements. First <br />and foremost, the Division implemented scenario-based situational training involving role <br />players. The Division also determined that students are more engaged when the instructors <br />divide the students into smaller groups and rotate students from scenario to scenario. Training <br />topics undertaken in this manner include interpersonal communications, critical incident <br />response, scene supervision, arrest and control techniques, and tactical repositioning. The <br />Training Division presents the above curriculum in support of the Department's de-escalation <br />strategy. The Department's focus on this type of training resulted in a 14% reduction in the use <br />of force, a 22% reduction in community member injuries, and a 26% reduction in officer injuries <br />between 2019 and 2020. As the statistics show, conducting training in this manner is hugely <br />influential but requires significant space to prevent interference from one situation to another. <br /> <br />Facility Improvement Needs <br />The Centennial Park Training facility is an important training location for several stakeholders; <br />however, the facilities have aged and present safety concerns. The Police Department Training <br />Division has taken steps to improve the classroom and restroom bungalows. Improvements <br />include repainting the structures, shoring the ramps required for ADA access, and replacing <br />student chairs and desks. The Training Division conducted the improvements above without <br />incurring additional costs to the City or Department. <br /> <br />The area of remaining concern is the restroom bungalow. It has sustained weather-related <br />damage, which resulted in roof leaks degrading the floor structure. While the Police Department <br />took steps to repair the roof and flooring, it is to the point that replacement is necessary to reduce <br />the risk of attendee injury. The Training Division conducted extensive research and weighed <br />various replacement options. Ultimately, we determined leasing a new restroom bungalow was <br />the most fiscally responsible option that meets the needs of all who utilize the facility. <br /> <br />Fiscal Impacts of Restroom Replacement <br />The total cost of a 5-year lease is $126,759.00.
