Parks, Recreation, and Community Services <br />https://www.santa-ana.org/parks <br />Item # 10 <br />City of Santa Ana <br />20 Civic Center Plaza, Santa Ana, CA 92701 <br />Staff Report <br />May 4, 2021 <br />TOPIC: Waste -Recycle Receptacles <br />AGENDA TITLE: <br />Award a Purchase Order Contract for the Purchase of 100 Combination Waste -Recycle <br />Receptacles for City Trails to Outdoor Creations, Inc. in an Amount Not to Exceed <br />$214,130 (Specification No. 21-056) (General Fund) <br />RECOMMENDED ACTION <br />Authorize a one-time purchase and payment of purchase order contract for 100 <br />combination waste -recycle receptacles for City trails to Outdoor Creations, Inc. in the <br />amount of $214,130, subject to non -substantive changes approved by the City Manager <br />and City Attorney. <br />DISCUSSION <br />The Parks, Recreation and Community Services agency is responsible for the <br />maintenance and repair of over 10 miles of City bike trails (Exhibit 1). Over the years, the <br />City has made purchases of a variety of different types of waste receptacles from various <br />vendors for heavy-duty, concrete or lightweight, plastic receptacles. <br />The proposed heavy-duty concrete receptacles meet the needs of the trail users and <br />create a consistent look throughout the trail system. The dual compartment receptacles <br />are made of reinforced tan -colored concrete with stainless steel lockable doors, <br />hardware that is very durable, and that offers anti- graffiti protection. The receptacle <br />includes the City logo and graphics indicating Trash and Recycle. The two <br />compartments are manufactured as one unit with a round top, making it very heavy to <br />move, difficult to tip over, and difficult to remove trash. Trash cans/bags are located <br />inside the units that can only be accessible through the lockable doors. <br />The Santa Ana Municipal Code Section 2-807 requires that contracts for City purchases <br />be awarded through a competitive bid process. The SAMC also allows for the direct award <br />whenever there is only one known or reasonably available source due to proprietary <br />features, which is the case with the specified combination waste -recycle <br />receptacles. Outdoor Creations, Inc. is the sole manufacturer of the specified combination <br />receptacles. City staff researched various local vendors, catalogs and the Internet, and <br />was unable to locate a comparable product in quality. Currently, seven of these <br />
