Adopt a resolution authorizing the City Manager and the Chief of Police, or his <br />designee(s), to enter into an agreement with the State of California, California Governor’s <br />Office of Emergency Services (Cal OES) for the FY2021 Urban Areas Security Initiative <br />(UASI) funding program, for the period of October 1, 2021 through September 30, 2024, <br />in the amount of $4,993,750, of which $715,000 is obligated to the Orange County <br />Intelligence Assessment Center. <br />2. Direct the City Attorney to prepare and authorize the Chief of Police and the Clerk of <br />the Council to enter into reimbursement agreements for all grant related program and <br />project activities, to include planning, organization, equipment, training, exercise, and <br />management and administration costs, with the County of Orange or any of the cities <br />located in the designated Anaheim/Santa Ana Urban Area subject to non-substantive <br />changes approved by the City Manager and City Attorney. <br />3. Approve an Appropriation Adjustment recognizing $4,993,750 in the FY 2021 Urban <br />Area Security Initiative revenue account (no. 12514002-52001) and appropriate same to <br />expenditures accounts (nos.12514407 – various). <br />DISCUSSION <br />The United States Department of Homeland Security (DHS) developed the Urban Areas <br />Security Initiative funding program (UASI), which provides funds to local emergency first <br />responders to enhance security and overall preparedness to prevent, respond to, and <br />recover from acts of terrorism. The grant specifically provides funding for anti-terror <br />equipment, planning, training, exercises and technical assistance. <br /> <br />In FY 2006 the United States Department of Homeland Security (DHS) combined the <br />Anaheim UASI and the Santa Ana UASI into a single Urban Area.
