Human Resources <br />https://www.santa-ana.org/hr <br />Item # 17 <br />City of Santa Ana <br />20 Civic Center Plaza, Santa Ana, CA 92701 <br /> Staff Report <br />May 4, 2021 <br />TOPIC: Partially Paid Temporary Military Leave of Absence Resolution <br />AGENDA TITLE: <br />Adopt a Resolution to Provide for Continuation of Partially Paid Temporary Military Leave <br />of Absence for City Employees Called to Active Duty with the Armed Forces and <br />Continuation of Benefits for Employees and Their Eligible Dependents <br />RECOMMENDED ACTION <br />Adopt a resolution authorizing the City Manager to continue to provide additional partially- <br />paid temporary military leave of absence and benefits for City employees and their eligible <br />dependents called to active duty with the armed forces. <br />DISCUSSION <br />On October 1, 2001, the Santa Ana City Council adopted Resolution No. 2001-065, <br />providing for additional partially-paid temporary military leave of absence for full-time <br />officers or employees of the City, with at least one year of employment, called to active <br />military service with the Armed Forces of the United States in connection with the then- <br />current military crisis, and for continuation of employee and their eligible dependents’ <br />benefits. The resolution also provided that its terms would expire unless extended by <br />further action of the City Council. The pay and benefits authorized by Resolution No. <br />2001-065 have been continued on numerous occasions. The current resolution 2020-030 <br />will expire on June 30, 2021. <br />The attached resolution (Exhibit 1) provides that employees deployed for more than thirty <br />(30) continuous days in a calendar year in connection with continuing military involuntary <br />commitments shall be granted a leave of absence from their City positions and payments <br />to the benefits of affected employees and their dependents shall continue until June 30, <br />2022, unless extended by further action of the City Council or otherwise by law. <br />ENVIRONMENTAL IMPACT <br />There is no environmental impact associated with this action. <br />FISCAL IMPACT <br />Funds are already budgeted for the expected FY 2021-22 costs of the program through <br />June 30, 2022.
