Public Works Agency <br />https://www.santa-ana.org/pw <br />Item # 19 <br />City of Santa Ana <br />20 Civic Center Plaza, Santa Ana, CA 92701 <br /> Staff Report <br />May 4, 2021 <br />TOPIC: Westminster Avenue / 17th Street Regional Traffic Signal Synchronization <br />AGENDA TITLE <br />Authorize a Budget Reallocation in the Amount of $41,937 for the Grant-Funded <br />Westminster Avenue / 17th Street Regional Traffic Signal Synchronization Project (No. 16- <br />6869) (Non-General Fund) <br />RECOMMENDED ACTION <br />Authorize Reallocation of $31,306 in unspent Measure M2 Local Fairshare funds from the <br />Bristol St. Traffic Signal Synchronization Project (No. 15-6829) and $10,631 from the <br />Traffic Safety Project (No. 21-6905) for a total of $41,937 to fulfill the City matching funds <br />requirement for the Westminster Avenue / 17th Street Regional Traffic Signal <br />Synchronization Project (No. 16-6869). <br />DISCUSSION <br />On April 5, 2016, the City Council approved a cooperative agreement with the Orange <br />County Transportation Authority (OCTA) to implement a traffic signal synchronization <br />project on the Westminster Avenue / 17th Street corridor, with OCTA as the administrative <br />lead agency. The project has been completed and provides inter-jurisdictional traffic <br />signal synchronization and improvements along the corridor traversing Santa Ana and the <br />cities of Seal Beach, Westminster, Garden Grove, Tustin, and the County of Orange. <br />The cooperative agreement identifies the roles and responsibilities of OCTA and the <br />participating agencies, and all participants share the total estimated project cost of <br />$4,230,154. OCTA Measure M2 provides $3,525,128, and the participating agencies <br />provide a combined 20-percent match, which totals $705,026. Of that amount, Santa <br />Ana’s share was estimated to be $280,352. Funds from participating agencies are <br />payable to OCTA at the end of the project, and the amounts may be a combination of <br />cash and value for in-kind services. <br />Due to unforeseen construction issues including underground utility conflicts and <br />unanticipated utility coordination fees, participating agency’s cost share increased, and <br />the final City share is $303,181. The City has a credit for in-kind services in the amount <br />of $38,456, therefore the amount due to OCTA is $264,725.
