Police Department <br />https://www.santa-ana.org/pd <br />Item # 25 <br />City of Santa Ana <br />20 Civic Center Plaza, Santa Ana, CA 92701 <br />Staff Report <br />April 20, 2021 <br />TOPIC: Agreement with the Orange County School of the Arts for School Resource <br />Officer Services <br />AGENDA TITLE: <br />Approve a Three -Year Agreement with the Orange County School of the Arts for School <br />Resource Officer Services in the amount of $829,560 <br />RECOMMENDED ACTION <br />Authorize the City Manager to execute a three-year agreement with Orange County <br />School of the Arts (OCSA), which provides for the Santa Ana Police Department to staff <br />one full time School Resource Officer to the academic institution, for the period of April 1, <br />2021 through March 31, 2024, in an amount not to exceed $829,560, subject to non - <br />substantive changes and approval by the City Manager and City Attorney. <br />DISCUSSION <br />Orange County School of the Arts (OCSA), a public charter school located in the heart of <br />Santa Ana, provides a six -year comprehensive academic and conservatory arts program <br />to over 2,180 students, from over 100 cities throughout Southern California, covering <br />grades 7 through 12. The Santa Ana Unified School District Police Department does not <br />provide a school resource officer (SRO) on this campus, as this site is a charter <br />school. The City has a three-year agreement with OCSA for school resource officer <br />services, which expired on March 31, 2021. <br />OCSA wishes to continue this relationship to enhance the safety of its students and faculty <br />by entering into a new three-year agreement that will allow the Santa Ana Police <br />Department to continue providing SRO services on the OCSA campus. This full-time <br />sworn police officer will be responsible for providing security and crime prevention <br />services in and around OCSA. The SRO will work directly with school administrators, <br />teachers and students to cooperatively provide law enforcement resources coupled with <br />the mentoring of students and the provision of law enforcement related presentations on <br />youth issues. This agreement provides for full cost recovery of the personnel, equipment, <br />and supplies assigned to OCSA. <br />The annual not to exceed agreement amount of $276,520 covers all salary, benefits, fleet <br />costs, uniforms, equipment, vehicle computer equipment, vehicle computer equipment <br />
