Public Works Agency <br />https://www.santa-ana.org/pw <br />Item # 27 <br />City of Santa Ana <br />20 Civic Center Plaza, Santa Ana, CA 92701 <br /> Staff Report <br />April 20, 2021 <br />TOPIC: Measure M2 Comprehensive Transportation Funding Program Construction <br />Funds <br />AGENDA TITLE <br />Approve Submittal of Request for Time Extension of Measure M2 Comprehensive <br />Transportation Funding Program for Bristol Street Improvements Phase 3A, Bristol Street <br />Improvements Phase 4, and Santa Ana Transit Stop Improvements (Project Nos.13- <br />6792, 11-6741 & 15-6843) (Non-General Fund) <br />RECOMMENDED ACTION <br />Authorize the Public Works Agency to request a one-time, two-year time extension of <br />Measure M2 Comprehensive Transportation Funding Program Construction funds for the <br />following projects: Bristol Street Improvements Project Phase 3A, Civic Center to <br />Washington; Bristol Street Improvements Project Phase 4, Warner to St. Andrew; and <br />Santa Ana Transit Stop Improvements (Project Nos. 13-6792, 11-6741 and 15-6843). <br />DISCUSSION <br />Bristol Street is a major north-south transportation facility that is designated as a major <br />arterial highway in the City’s Circulation Element of the General Plan. Improving the 3.9- <br />mile Bristol Street segment from Warner Avenue to Memory Lane has been a long-term <br />priority project that will be constructed in several phases. The project includes <br />improvements of Bristol Street between Civic Center Drive and Washington Avenue and <br />Bristol Street between Warner Avenue and Saint Andrew Place. Improvements include <br />rehabilitation of sidewalks, raised landscaped medians, bike lanes, and widening the <br />street from two to three lanes in each direction. <br />In addition, the Orange County Transportation Authority (OCTA) conducted a ridership <br />study and identified the 100 busiest transit stops in Orange County. Thirty-nine of these <br />locations occur in Santa Ana. Twenty-five of these locations have been determined to be <br />"high-load", which is defined as a stop where eight or more passengers are waiting to <br />board for an average of five or more minutes. This project will provide new, upgraded <br />facilities at these locations, the installation of 35 new bus shelters with integral benches, <br />trash receptacles, and advertisement panels.
