Approve an appropriation adjustment recognizing $90,364.23 in the Law Enforcement <br />Grants Revenue account (no. 12814002 52001) and appropriate same in the Byrne <br />Justice Assistance account (no. 12814409 61040). <br />2. Authorize the City Manager and the Chief of Police to execute an agreement (Award <br />#2020-DJ-BX-0773) with the Orange County Sheriff's Department for the period of <br />October 1, 2020 through September 30, 2023, accepting the 2020 Edward Byrne <br />Memorial Justice Assistance Grant program funds in the amount of $90,364.23, <br />subject to non -substantive changes approved by the City Manager and City Attorney. <br />DISCUSSION <br />The Edward Byrne Memorial Justice Assistance Grant (JAG) program provides federal <br />criminal justice funding to state and local jurisdictions. JAG awards are based on a <br />statutory formula that equally weighs the City's share of violent crime and population <br />according to statistics from the Bureau of Justice Statistics (BJS). JAG requires a single <br />unit of county government to function as the applicant/ fiscal agent to apply for, receive, <br />and administer the funds on behalf of the entire County. A memorandum of understanding <br />designated the Orange County Sheriff's Department as the lead agency for this program <br />that runs through September 30, 2023. <br />Funding in the amount of $103,510 has been allocated to the City of Santa Ana for the <br />2020 JAG allocation. JAG also allows the fiscal agent for each county to use a portion of <br />the award for costs associated with administering the funds. The Orange County Sheriff's <br />Department will retain ten percent ($10,351) for administrative fees. The Orange County <br />Sheriffs' Department as the lead agency will also retain $2,794.77 for the National <br />Incident -Based Reporting System (NIBRS) set -aside as is required by BJA. <br />
