Agreement with Illumination Foundation to Operate Temporary Shelter <br />April 6, 2021 <br />Page 2 <br />6 <br />3 <br />3 <br />temporarily available for Link guests and for the continuation of outreach and referral <br />services. While other options in Santa Ana were considered as a temporary shelter, there <br />were no options that included case management services and shelter for men, women, <br />couples and pets under one roof. <br />Utilizing the Fullerton site operated by Illumination Foundation for temporary shelter will <br />provide the needed continuity of care for shelter guests. Link guests will be transported <br />to the Fullerton site where they will continue working on their housing plan without an <br />interruption of service. The City will compensate Illumination Foundation with a flat fee <br />of $230,000 per month for up to 75 guests. If the daily census exceeds this number for <br />any days during the month, a true-up calculation will be made at a per diem rate of $55 <br />per individual in excess of 75. To provide flexibility, the proposed agreement (Exhibit 1) <br />with Illumination Foundation secures 100 beds for the Link guests. The Fullerton site has <br />a capacity of 150 beds; the City of Fullerton will use the other 50 beds for needed services <br />for their community. It is important to note that although the term of the proposed <br />agreement begins on April 20, 2021, the provision of needed services from April 20 <br />through April 30 are covered under the City’s existing agreement with Illumination <br />Foundation.
