For a local <br />area in which no employees are represented by such organizations, other representatives of <br />employees shall be appointed to the board, but any local board that appoints representatives <br />of employees that are not nominated by local labor federations shall demonstrate that no <br />employees are represented by such organizations in the local area. <br />EXHIBIT 1
