Resolution No. 2021-XXX <br />Page 2 of 3 <br /> <br /> Section 2: The Master Salary Schedule was previously prepared, publically <br />available, and compiled from information that was already approved and adopted by the <br />City Council pursuant to previous Resolutions Amending and/or Restating the City’s <br />Classification and Compensation Plan, employment agreements, and Memorandums of <br />Understanding with various labor organizations representing City employees. <br /> <br /> Section 3: On December 3, 2019, the Santa Ana City Council approved <br />Resolution No. 2019-111 adopting the Master Salary Schedule. It was amended by <br />Resolution Nos. 2020-006, 2020-063, and 2020-079. <br /> <br /> Section 4: On July 7, 2020, the Santa Ana City Council approved a second <br />amendment (No. A-2020-149) with the Police Officers Association to Memorandum of <br />Understanding (“MOU”) (No. A-2019-027). The second amendment authorized certain <br />changes and deferred the cost of living adjustment of eight (8) salary ranges <br />(approximately 4%) from July 1, 2020, as follows: <br /> <br />a. Effective January 1, 2021 salary of shall be increased fo ur (4) salary rate <br />ranges (approximately 2%); <br />b. Effective July 1, 2021 salary shall be increased four (4) salary rate ranges <br />(approximately 2%); <br /> <br />Section 5: On August 18, 2020, the Santa Ana City Council approved a first <br />amendment (No. A-2020-167) with the Police Management Association’s Memorandum <br />of Understanding (“MOU”) (No. A-2019-187). Contained therein, were certain changes <br />and other special pay additives that have gone into effect with the approval of the first <br />amendment and MOU. <br /> <br /> Section 6: On November 17, 2020, the Santa Ana City Council approved <br />Resolution No. 2020-082 to effect certain changes to the City’s Basic Classification and <br />Compensation Plan for Executive Management. <br /> <br />Section 7: On December 15, 2020, the Santa Ana City Council approved <br />Resolution No. 2020-101 to effect certain changes to the City’s Basic Classification and <br />Compensation Plan to create one part-time job classification. <br /> <br /> Section 8: The City Council has amended and reestablished the City’s Master <br />Pay Schedule on several occasions since its adoption. <br /> <br />Section 9: The City of Santa Ana now desires to amend and restate the City’s <br />“Master Salary Schedule” to reflect the changes outlined in Sections 4 through 7 of this <br />Resolution. The Master Salary Schedule as amended is set forth in the attached <br />Attachment “A” to this Resolution and incorporated herein by reference. <br /> <br />
