Public Works Agency <br />https://www.santa-ana.org/pw <br />Item # 20 <br />City of Santa Ana <br />20 Civic Center Plaza, Santa Ana, CA 92701 <br /> Staff Report <br />March 16, 2021 <br />TOPIC: Grapple Truck Purchase <br />AGENDA TITLE <br />Award a Purchase Order to PB Loader Corporation in an Amount not to Exceed $645,844 <br />for Two Compressed Natural Gas Palfinger Grapple Trucks (Specification No. 21-023) <br />(Non-General Fund) <br />RECOMMENDED ACTION <br />Authorize a one-time purchase and payment of purchase order to PB Loader Corporation <br />for the purchase of two compressed natural gas Palfinger grapple trucks in the amount of <br />$620,844, plus a contingency of $25,000, for a total amount not to exceed $645,844, <br />subject to non-substantive changes approved by the City Manager and City Attorney. <br />DISCUSSION <br />The Public Works Agency Maintenance Services Division is in need of one new grapple <br />truck (vehicle) to replace the existing vehicle, and one additional vehicle to add to the <br />aging fleet of work equipment. The existing 2002 model year vehicle has reached the <br />end of its useful lifecycle and has become unreliable, directly leading to public service <br />delays. The vehicle will not comply with the State of California Air Resources Board <br />Portable Equipment Registration Program after the current year due to its diesel fuel <br />system and it will be unusable. Furthermore, the vehicle exceeds the City’s Fleet <br />Services Division’s recommended Equipment Lifecycle Guidelines by exceeding 13 <br />years in age and over 7,000 operating hours, earning a “terrible” conditions rating based <br />on industry standards from the Municipal Equipment Maintenance Association, the <br />National Association of Fleet Administrators, and the American Public Works <br />Association. The new grapple trucks will utilize a compressed natural gas (CNG) fueling <br />system. <br />The grapple truck is a vital all-purpose vehicle with an articulating boom/crane that utilizes <br />a claw to pick up large objects and load them onto a vehicle for transport/disposal. These <br />vehicles are crucial for staff to perform various tasks efficiently during the course of daily <br />field operations such as moving/lifting heavy tree trunks, debris, rubbish, alley cleanups, <br />and homeless related request for services in locations with challenging terrain such as <br />the Santiago Creek.
