Public Works Agency <br />https://www.santa-ana.org/pw <br />Item # 30 <br />City of Santa Ana <br />20 Civic Center Plaza, Santa Ana, CA 92701 <br /> Staff Report <br />March 16, 2021 <br />TOPIC: Resolution Regarding CalRecycle Grants <br />AGENDA TITLE <br />Resolution to Adopt and Approve Applications for Submission for all CalRecycle Grants <br />for a 5-Year Period <br />RECOMMENDED ACTION <br />Adopt a resolution approving the ability to apply, and authorizing submission, for all <br />CalRecycle Grants for a 5-year period. <br />DISCUSSION <br />To decrease the adverse environmental impacts created by unlawful disposal and <br />stockpiling of waste tires, the California Department of Resources Recycling and <br />Recovery (CalRecycle) promotes the use of surfacing products derived from waste tires <br />generated in California. Through legislation, CalRecycle was authorized to assist public <br />and private entities in the safe and effective management of this waste stream by <br />providing funding opportunities. <br />To that end, CalRecycle offers a variety of grant programs including a Local Government <br />Waste Tire Cleanup Grant, Local Government Waste Tire Amnesty Grant, Rubberized <br />Pavement Grant, Tire-Derived Aggregate Grant, Tire-Derived Product Grant, Tire <br />Incentive Program, and Local Government Waste Tire Enforcement Grants. Funding for <br />the grants is generated from a tire fee charged for each new tire sold in California, and <br />grant awards vary from program to program. <br />All applicants must submit a resolution to CalRecycle declaring certain authorizations <br />related to the administration of these grants. Staff recommends adopting the resolution <br />to allow the City of Santa Ana to apply for, and be eligible to receive, grant revenue <br />estimated to be upwards of $250,000 through Fiscal Year 2022-2023. <br />ENVIRONMENTAL IMPACT <br />There is no environmental impact associated with the action. <br />FISCAL IMPACT <br />There is no fiscal impact associated with this action at this time. If the recommended <br />action is not approved, the City will forfeit the opportunity to compete for CalRecycle
