1 <br /> <br />City of Santa Ana Annual General Plan and Housing Element <br />Progress Reports <br /> <br />Pursuant to Section 65000 of the State Government Code, this report has been prepared <br />to share the implementation status of the City of Santa Ana’s a General Plan. The Housing <br />Element portion of the General Plan Progress Report is prepared as a separate document <br />(Exhibit 2) in the required format and detailing required by State of California Housing and <br />Community Development. <br /> <br />STATUS OF THE GENERAL PLAN: <br /> <br />A general plan is a state-mandated document, which a community uses to plan the <br />framework for its physical, social and economic development for the long term future. The <br />City of Santa Ana’s General Plan is comprised of seven state-mandated elements and <br />seven optional elements. Santa Ana’s adopted General Plan elements are as follows: <br /> <br />Mandated Elements Optional Element <br />Circulation (1982) Airport Environs (2008) <br />Conservation (1982) Economic Development (1998) <br />Housing (2014) Education (1988) <br />Land Use (1998) Energy (1982) <br />Noise Element (1982) Public Facilities (1982) <br />Open Space, Parks and Recreation (1982) Scenic Corridors (1982) <br />Seismic Safety (1982)/ Public Safety (1982) Urban Design (1998) <br /> <br /> <br />In May 2020, the City Council adopted an updated 5-year Strategic Plan to provide a <br />vision for the City’s goals and priorities as required by the City's Sunshine Ordinance. The <br />Plan was designed as a living and evolving document to ensure that initiatives can be <br />pursued within the constraints of limited municipal resources. One of the actions <br />identified in the Strategic Plan is to continue to pursue the update of the City’s General <br />Plan. <br /> <br />The City of Santa Ana is in the process of completing this comprehensive update of its <br />General Plan. This effort began in 2015 with a variety of community outreach efforts, and <br />the convening of a 17-person General Plan Advisory Group (GPAG) in 2016. A public <br />hearing to consider the Draft General Plan Update amendment and Program <br />Environmental Impact Report (PEIR) was held on November 9, 2020. At that time, <br />Planning Commission voted to continue the project to a future date to allow additional <br />time for outreach to Santa Ana’s Environmental Justice Communities.
