Adaptive Reuse Seek opportunities for adaptive reuse of <br />structures with historic merit or otherwise <br />suitable to be converted to quality <br />residential and mixed use projects. <br />Ongoing December of 2014,the City adopted Adaptive Reuse ordinance allowing existing non- <br />residential buildings located in Project Incentive Areas to convert to residential dwellings <br />or live/work opportunities.In 2020,construction was completed on the Santa Ana Arts <br />Collective adaptive reuse project (57 apartment units),and construction continues on <br />converting a 10-story office building into 148 residential units (Eight, Eight, 8). <br />31. Specific Development <br />District <br />Continue to facilitate quality development in <br />District Centers and other locales through <br />the implementation of the Specific <br />Development District. <br />Ongoing Specific Development zoning district continue to facilitate mixed-use/residential <br />development.In 2020,Specific Development No.96 was adopted,facilitating the <br />entitlement of 1,100 residential units (The Bowery) in a District Center. <br />32. Variety in Household <br />Sizes Program <br />Implement programs to increase <br />opportunities to build new family rental <br />housing (see Program 25),including rental <br />housing for large families.Monitor <br />applications for new residential <br />development to track type of products <br />proposed and balance of unit sizes and <br />bedrooms proposed. <br />Ongoing Residential proposals and bedroom mixes are reviewed during the Development Review <br />process.An annual monitoring system is in place to identify the balance of bedroom <br />sizes provided citywide. In 2020, the average number of bedrooms per units constructed <br />was 1.6. <br />33. Parking Study Conduct parking study and,depending on <br />findings,the City will propose a program to <br />mitigate parking constraints along with <br />residential/mixed-use standards. <br />2016 As part of the Harbor Mixed Use Transit Corridor Specific Plan (SP-2),the City <br />approved a reduction in parking adjacent to Harbor Boulevard BRT route,and near <br />future Garden Grove/Santa Ana OC Streetcar stop.Projects developed under these <br />new standards will be monitored for parking issues and needs. In 2018,the expansion <br />of the Metro East Mixed Use Overlay Zone (MEMU)was completed.Analysis included <br />studying reduced parking standards,impacts,and mitigation measures.In 2020, <br />residential Permit Parking and street parking continued to be evaluated by the City’s <br />Public Works Agency to mitigate parking constraints. <br />34. Housing Choice <br />Voucher <br />Continue to implement and seek new <br />housing choice vouchers for extremely low <br />and very low income households. <br />Ongoing At of the end of 2020,2,712 households were receiving assistance from the Housing <br />Authority of the City of Santa Ana. <br />35. Family Self- <br />Sufficiency <br />Continue to implement and seek <br />participants for the Family Self-Sufficiency <br />(FSS) program. <br />Ongoing At the end of 2020,the Housing Authority was serving 122 clients through the FSS <br />Program. In addition, seven families graduated from the program during 2020. <br />36. HOPWA Tenant <br />Based Rental Assistance <br />Continue to implement and seek <br />participants for the HOPWA Tennant <br />Based Rental Assistance program. <br />Ongoing Effective July 1,2015,HUD reallocated HOPWA funds for the County of Orange to the <br />City of Anaheim.
