Public Works Agency <br />https://www.santa-ana.org/pw <br />Item # 18 <br />City of Santa Ana <br />20 Civic Center Plaza, Santa Ana, CA 92701 <br /> Staff Report <br />March 2, 2021 <br />TOPIC: Quench Buggy Mobile Water Filling Station <br />AGENDA TITLE: <br />Award a Purchase Order in an Amount not to Exceed $67,000 to Event Equipment <br />Distributors Inc. for a Quench Buggy Mobile Water Filling Station (Specification No. 21- <br />010) (Non-General Fund) <br />RECOMMENDED ACTION <br />Authorize a one-time purchase and payment of purchase order to Event Equipment <br />Distributors, Inc. in the amount of $62,000, plus a contingency of $5,000, for a total <br />amount not to exceed $67,000, for one Quench Buggy mobile water filling station for the <br />Public Works Agency, subject to non-substantive changes approved by the City Manager <br />and City Attorney. <br />DISCUSSION <br />The Public Works Agency’s Water Resources Division oversees and maintains the daily <br />operations of the City’s water system and provides high-quality drinking water to the <br />residents and businesses of Santa Ana. In the event of a major disaster, incident, or <br />planned outage in which the City’s water distribution system has been impacted, a mobile <br />water filling station can be used by the Water Resources Division to deliver potable water <br />to the public. <br />A Quench Buggy water filling station is the appropriate size and has the desired level of <br />mobility to enable Water Resources crews to quickly and effectively respond to these <br />potential events. This mobile trailer has multiple on-board spigots, fountains, and a full- <br />length sink, which provide access to up to 300 gallons of clean, potable water. The <br />attached 130-gallon storage tank ensures that grey water is properly captured. As such, <br />staff recommends the purchase of a Quench Buggy mobile water filling station from Event <br />Equipment Distributors. <br /> <br />While the Santa Ana Municipal Code Section 2-807 requires that contracts for City <br />purchases be awarded through a competitive bid process, it also allows for the direct <br />award of purchases whenever there is only one reasonable available source or where <br />solicitation of bids would for any reason be an idle act, which is the case with the Quench <br />Buggy.
