Public Works Agency <br />https://www.santa-ana.org/pw <br />Item # 21 <br />City of Santa Ana <br />20 Civic Center Plaza, Santa Ana, CA 92701 <br /> Staff Report <br />March 2, 2021 <br />TOPIC: Water System Control Services <br />AGENDA TITLE: <br />Approve an Amendment to the Agreement with Enterprise Automation to Increase the <br />Agreement Amount by $500,000, for a Total Amount not to Exceed $1,500,000, for Water <br />System Control Design, Documentation, and Testing Services for the Remaining Term of <br />the Agreement (Non-General Fund) <br />RECOMMENDED ACTION <br />Authorize the City Manager to execute an amendment to the agreement with Enterprise <br />Automation for water system control design, documentation, and testing services, to <br />increase the agreement amount by $500,000, for a total agreement amount not to exceed <br />$1,500,000 for the remaining term of the agreement expiring February 5, 2023, and <br />remove the annual spending limit, subject to non-substantive changes approved by the <br />City Manager and City Attorney. <br />DISCUSSION <br />The Public Works Agency’s Water Resources Division oversees and maintains the daily <br />operations of highly automated and complex water systems consisting of pump stations, <br />wells, reservoirs, and flow control valves. These operations require a robust network of <br />industrial controls, computer programming, and specific parameters to properly manage <br />the water system. Documenting and maintaining the water control system helps to avoid <br />confusion and delays when performing routine system operations, responding to system <br />failures, or implementing system upgrades. Staff has utilized the services of Enterprise <br />Automation on an as-needed basis to successfully prepare detailed, site-specific control <br />system and programming documents and standards for several of the City’s water <br />production facilities. <br />On February 6, 2018, the City Council approved an agreement with Enterprise <br />Automation to provide systems control services. The original agreement was awarded in <br />an amount not to exceed $1,000,000 for a term set to expire on February 5, 2021. An <br />option to extend the term until February 5, 2023 was exercised on February 5, 2021. Staff <br />recommends amending the agreement to increase the funding amount by $500,000 for <br />the remainder of the term in order to provide water system control services at additional <br />City water system sites.
