Public Works Agency <br />https://www.santa-ana.org/pw <br />Item # 20 <br />City of Santa Ana <br />20 Civic Center Plaza, Santa Ana, CA 92701 <br /> Staff Report <br />February 16, 2021 <br />TOPIC: Solid Waste Services Proposers <br />AGENDA TITLE: <br />Authorize Negotiations With Solid Waste Services Proposers <br />RECOMMENDED ACTION <br />Authorize the City Manager or designee to negotiate solid waste services agreements <br />with the top three proposers, CR&R, Waste Management, and Athens Services, and <br />return with a final recommendation for City Council consideration upon completion of <br />negotiations. <br />DISCUSSION <br />On March 24, 2020, the Public Works Agency released Request for Proposals (RFP) No. <br />20-097 for the Collection and Handling of Solid Waste Generated, Produced and/or <br />Accumulated in the City of Santa Ana. The scope of work includes services for residential, <br />multi-family, commercial and industrial, and other services. These services will provide <br />appropriate refuse collection and disposal for Santa Ana that considers recycling trends <br />and compliance with State legislation. <br />The RFP was advertised on the City’s online procurement management and publication <br />system, with proposals due on September 15, 2020. Five proposals were received, with <br />one firm located in the City of Santa Ana. One proposal was disqualified, as it did not <br />include a bid for the base services, as required by the RFP, and addressed only services <br />that were defined as optional (i.e., Citywide Temporary Construction and Demolition <br />Debris Collection and Diversion Services). A selection committee comprised of one <br />member from the City Manager’s office, three members from the Public Works Agency, <br />and one member from the Community Development Agency, evaluated the remaining <br />four proposals. <br />The four proposals considered demonstrated that the responding firms had the necessary <br />expertise to complete the required services. The firms’ rates were reasonable and within <br />industry standard, and the team qualifications are appropriate for this project. HF&H <br />Consultants, the City’s consultant on this project, created an Evaluation Report, which <br />contains additional information (Exhibit 1).
