The proposers’ detailed responses are included as Attachment 7 to this report. <br />Summary of Observations <br />The City’s RFP process attracted interest from five proposers, with one proposer (Roberts) being <br />disqualified, and the competitive process has been comprehensive with vigorous competition for <br />the City’s contract. Overall total costs, as measured by annual rate revenues, are similar, within a <br />range of 5%. CR&R, Republic, and Waste Management own and operate transfer, processing and <br />operating facilities within Orange County. Athens proposes to collaborate with the City to develop <br />a new transfer and operating facility within the City. Athens currently owns and operates solid waste <br />facilities outside of Orange County. <br />Key features of the proposals are summarized below: <br /> <br />Athens <br /> <br />• Athens is a privately held company and one of the largest solid waste services providers by <br />market share in Los Angeles County. <br />• The Santa Ana contract would increase the company’s annual revenue by approximately 15%. <br />• Athens’ proposed enhancements include: <br />o Athens proposed to integrate street sweeping at no charge. Athens stated that they <br />currently bill the City $860,000 yearly at a rate of $17.63 per curb mile for sweeping. <br />o Multi‐family residents will receive collection of 10 bulky items per quarter per dwelling unit <br />at no additional charge. Residents will be charged $48/item for items exceeding 10 items per <br />quarter. <br />o Athens will provide collection of illegally dumped items up to the current volume. Collection <br />in excess of the current volume will be provided at $125/hour. Drivers will report illegally <br />dumped items. <br />o Healthy Environments with Athens Recycling Training (HEART) which is an education and <br />outreach recycling program for Santa Ana businesses. Participating businesses receive free <br />waste audits, training on reducing, reusing, and recycling, and information on how to comply <br />with state, local, and federal environmental laws. Athens will recognize and promote <br />participating businesses by issuing a certificate of recognition, links to the business on <br />Athens’ webpage, a HEART logo window decal, and press releases. <br />o Athens Services will wash and sanitize bins at no charge to customers once per year using its <br />mobile wash unit on site or at its container facilities a few miles away. <br />
