Attachment 1 <br /> <br />February 9, 2021 1 ‐ 2 City of Santa Ana <br />• Weekly alley cleanups ‐ two employees in a front‐loader vehicle for 60 hours per week, 6 <br />working days each week to remove debris left in alleyways. <br />• Grant administration ‐ Contractor shall be reimbursed on an hourly basis for grant <br />administration. <br />• Battery recycling program – Battery recycling containers to be provided and serviced at City <br />facilities. <br />• Neighborhood cleanups ‐ 300 roll‐off box containers annually for City‐sponsored <br />neighborhood cleanups. <br />• Household hazardous waste drop‐off event – Annual event sponsored by contractor. <br />• Shredding event – one event per contract year. <br />• Compost giveaway event – one event per contract year. <br />• Medication Take‐Back Program <br />• Environmental Ambassador Program <br />• Santa Ana Green Quarterly Newsletter <br /> <br />D. Optional Services <br />• Exclusive Temporary Construction and Demolition Debris Services <br />• Processing of Mixed Commercial Waste <br /> <br />II. CONTRACT TERMS <br />A. Term of Contract <br />Ten‐year term beginning July 1, 2022, with a mutual option to extend the agreement for up to five <br />years, and with an additional option to extend for up to thirty‐six months at the City’s sole <br />discretion. <br /> <br />B. Minimum Recycling Requirements <br />Minimum diversion rate for hauler‐collected waste to be proposed. Liquidated damages of $25 <br />per ton for failure to achieve guaranteed diversion. <br /> <br />C. City Fees <br />• Franchise Fee – Minimum of $8,000,000; percentage to be proposed by bidders. <br />• NPDES Fee ‐ $1,010,000 per contract year. <br />• Vehicle Impact Fee ‐ $2,266,666 per contract year. <br />• Administrative Fee ‐ $2,326,800 per contract year. <br /> <br />D. Audits <br />Triennial contract compliance audit. <br /> <br />E. Faithful Performance Bond and Letter of Credit <br />Franchisee will provide $2,500,000 performance bond and a $500,000 letter of credit. <br />Alternatively, the franchisee may provide a $3,000,000 letter of credit. <br /> <br />F. Vehicles
