<br />February 9, 2021 4 City of Santa Ana <br />19. “Proposal Enhancements,” identifying proposed terms that exceed the minimum <br />requirements of the RFP. <br />20. “Workers Compensation Experience Modification Rate (EMR),” EMR is a number used by <br />insurance companies to gauge both past cost of injuries and future chances of risk. The <br />lower the EMR of a business, the lower a worker compensation insurance premiums will <br />be. <br />Proposed Rate Revenue <br />Proposed rate revenue represents all customer charges that would be paid by residential and <br />commercial customers in the City to the contractor based on the proposed rates. This is the best <br />method to compare overall costs. <br /> <br />Proposers were asked to propose monthly rates for various services to be provided under the <br />new agreement. The rates will be fixed for the first 12 months, with the first rate adjustment <br />effective July 1, 2023. Subsequent annual rate adjustments will be based on changes in a <br />weighted rate adjustment formula using the Consumer Price Index for All Urban Customers, all <br />items less food and energy, U.S. City Average (CUUR0000A0LIE), and the Producer Price Index, <br />Fuel and related products and power, Commercial natural gas (WPU05522101). Total proposed <br />first‐year rate revenues were calculated by multiplying the proposed rates for each type of <br />service by the estimated number of customers anticipated to receive that service. <br /> <br />Table 1 below shows the proposed first‐year rate revenue.
