Section F. Scope of Services & Schedule <br />Scope of Work <br />The Butier Team will consist of a Project <br />Manager (PM), Inspector, and a Contract <br />Administrator (CA). They will serve as an <br />extension of City staff to assist in the overall <br />delivery of the South Main Corridor <br />Improvements Project, including pre - <br />construction tasks, managing construction, <br />and ensuring that the work is completed in <br />accordance with the contract documents, and <br />project closeout and warranty phase. The <br />Butier Team will report directly to the City's <br />Construction Manager. <br />The proposed scope of work includes Butier's <br />understanding of the construction management <br />and field work needs of the City as related to <br />this contract. We have provided sufficient detail <br />to demonstrate that we grasp the magnitude of <br />the project and are experienced in providing the <br />necessary services. <br />1. Review of Contract Documents <br />The PM will perform a thorough review of the <br />contract documents. The review will include, <br />but not be limited to, the appropriateness of the <br />number of working days allowed, the <br />appropriateness of the amount of liquidated <br />damages and timely coordination with other <br />agencies. If any ambiguities, errors, omissions, <br />or conflicts exist, the PM will advise the City's <br />Construction Manager on the need for <br />document content revision, as appropriate. <br />2. Bid Analysis <br />Prior to the start of the project, the PM will <br />review the submitted bids for responsiveness <br />and completeness, including verifying <br />licensing, insurance, and bonding, and will <br />assist in performing reference checking. The <br />PM will evaluate bids to ensure they are <br />balanced and not front-end "loaded." Upon <br />completion of the bid reviews, Butier will assist <br />the City in determining the apparent <br />responsible and responsive low bidder for the <br />project. The PM will prepare a formal <br />memorandum detailing the bid proposal review <br />and the recommendation for award. <br />3. Pre -Construction Meetings <br />The Butier Team will attend and co -lead a <br />pre -construction meeting with the <br />community to introduce the CM team and <br />discuss major anticipated construction <br />impacts. In addition, the CM team will attend a <br />pre -construction meeting with the City and <br />project stakeholders to discuss the scope of <br />work, project team, project schedule, contract <br />administration guidelines; contractual roles; <br />and reinforcement of specific requirements for <br />safety, access, and coordination issues for the <br />work. The PM will provide a meeting agenda <br />three (3) days in advance of the meeting and <br />transmit meeting minutes to all attendees <br />within three (3) business days. <br />4. Construction Schedule / Budget <br />The PM will utilize Oracle Primavera P6 <br />Professional Project Management to <br />perform detailed monitoring of the Contractor's <br />master schedule for the duration of the Project. <br />The PM will establish a cost control system for <br />monitoring and updating project costs and <br />budget. He will utilize Primavera P6 to prepare <br />an independent construction cost estimate and <br />construction schedule based on a standard <br />five-day workweek. The cost -loaded CPM <br />schedule will provide the PM with the basis for <br />cash flow projections. The budget will be <br />reviewed with the design team and consultants <br />and submitted to the City for acceptance. The <br />PM will revise the budget as directed by the <br />City. <br />5. Public Outreach <br />The Butier Team will assist the City with public <br />outreach services. We strongly believe a <br />separate. comprehensive Public Outreach <br />program be employed for this project. The <br />South Main scope will significantly impact <br />merchants, residents, and schools along the <br />proposed construction alignment. We have <br />included Mr. Nick Biro, who is bilingual as an <br />optional member of our team to assist the CM <br />and City in these outreach efforts. This scope <br />should be developed in conjunction with <br />the Citv of Santa Ana staff and local <br />community groups. <br />
