Public Works Agency <br />https://www.santa-ana.org/ <br />Item # 20 <br />o`7, City of Santa Ana <br />20 Civic Center Plaza, Santa Ana, CA 92701 <br />Staff Report <br />January 19, 2021 <br />TOPIC: Award Contract for WDR Compliance Services <br />AGENDA TITLE: <br />Approve an agreement with EEC Environmental in an amount not to exceed $1,800,000 <br />for waste discharge requirement compliance services for up to a five-year term (Non - <br />General Fund) <br />RECOMMENDED ACTION <br />Authorize the City Manager to execute an agreement with EEC Environmental to provide <br />Waste Discharge Requirement compliance services for a three-year term beginning <br />January 19, 2021, and expiring January 18, 2024, with a provision for a one, two-year <br />extension exercisable by the City Manager and City Attorney, in an annual amount not to <br />exceed $360,000, for a total agreement amount not to exceed $1,800,000, subject to non - <br />substantive changes approved by the City Manager and City Attorney. <br />DISCUSSION <br />The Public Works Agency Water Resources Division remains committed to providing a <br />high -quality sewer collection and conveyance system that is in compliance with the Waste <br />Discharge Requirements (WDR) adopted by the State Water Resources Control Board. <br />As evidence of this, the Water Resources Division was recently awarded the Santa Ana <br />River Basin Section of the California Water Environment Association's 2019 Medium Size <br />Collection System of the Year. <br />To maintain this level of service delivery, consultant services are needed to assist staff <br />with key WDR mandated programs including SSMP auditing, maintenance optimization, <br />sewer system investigations, FOG control program implementation, along with providing <br />expertise and support in a wide range of compliance programs such as potable water <br />monitoring and National Pollutant Discharge Elimination Systems requirements. <br />As such, on July 8, 2020, the City issued a Request for Proposal (RFP) for WDR <br />compliance services via the City's online bid management and publication system, <br />PlanetBids. A total of 734 vendors received an RFP notification and 26 vendors <br />downloaded the RFP package. The City received one proposal, which was evaluated by <br />
