Public Works Agency <br />https://www.santa-ana.org/ <br />Item # 21 <br />o`7, City of Santa Ana <br />20 Civic Center Plaza, Santa Ana, CA 92701 <br />Staff Report <br />January 19, 2021 <br />TOPIC: Approve First Amendment to Agreement with All City Management Services <br />AGENDA TITLE: <br />Approve the first amendment to the agreement with All City Management Inc. for the adult <br />crossing guard program to extend the term for four months to June 30, 2021 (General <br />Fund) <br />RECOMMENDED ACTION <br />Authorize the City Manager to execute the first amendment to the agreement with All City <br />Management Inc. to extend the term four months from February 28, 2021 to June 30, <br />2021 at no additional cost, subject to non -substantive changes approved by the City <br />Manager and City Attorney. <br />DISCUSSION <br />On March 6, 2018, the City Council approved a three-year agreement with All City <br />Management Inc. for Adult Crossing Guard Services, effective March 1, 2018 to February <br />28, 2021. This program was initially administered by the Santa Ana Police Department, <br />with technical and engineering assistance provided by the Public Works Agency. During <br />the preparation and approval of the FY 2020-21 budget, the City Council approved the <br />transfer for the oversight of this program to the Public Works Agency. <br />The agreement expires on March 1, 2021 and staff recommends extending the contract <br />term for four months to June 30, 2021 in order for the agreement to coincide with the end <br />of the Santa Ana Unified School District's school year and to provide staff with sufficient <br />time to advertise a Request for Proposals for a new three-year agreement (Exhibit 1). <br />Due to the COVID-19 pandemic, the costs of the program's third year are significantly <br />less than anticipated, as such, a time extension will not impact the current budget, and <br />any program savings will be retained in the General Fund. <br />FISCAL IMPACT <br />There is no fiscal impact associated with the action of extending the term of the contract <br />by four months. The program costs with the term extension through June 30, 2021 will <br />remain the same at the anticipated not to exceed amount of $650,000. This is based on <br />
