Interviews (Demonstrations if desired by City) and <br />Evaluations <br />Week of December 1st, 2020 - If possible and if <br />panel has reviewed proposals <br />Present Recommended Proposal to City Council <br />On or about January 19, 2021 <br />Begin New Contract <br />February 1, 2021 <br />SCOPE OF SERVICES AND TERM OF CONTRACT <br />A. Source of Revenue <br />Utility Users' Tax ("UUT") - Rate 5.50% - UUT Service Provider Categories: Electric, Gas, <br />& Telecommunications Service Providers (to include electric and gas aggregators, and <br />California Department of Tax and Fee Administration (°CDTFA") collected pre -paid <br />telecommunications UUT) <br />Goal of professional consultant services provider: (1) assist in collecting additional <br />general tax revenues due to the City, as determined from auditing, recovery, reporting <br />and associated compliance activities to include the following UUT categories: Electric, <br />Gas, & Telecommunications; (2) assist in development of UUT revenue forecast models <br />for Electric, Gas, & Telecommunications UUT; (3) provide legislative and state agency <br />liaison and implementation monitoring including coordination with City's state and <br />federal lobbyists in connection with legislation/regulation relating to City's UUT (all <br />categories - Electric, Gas, Telecommunications & Water, including aggregators, plus <br />CDTFA collected pre -paid telecommunications UUT). <br />B. Related Services <br />Related to the above audit services, the Professional Consultant/Vendor would: <br />• Represent the City for purposes of examining records related to the above revenue <br />sources to identify and confirm any errors/omissions leading to deficient payments to <br />the City. <br />• For each error/omission identified and confirmed, prepare the appropriate <br />documentation to facilitate recovery of revenue due to the City including any applicable <br />penalties and interest. <br />• Prepare and forward to the appropriate parties requests for corrective action and <br />revenue recovery. <br />• Meet with designated City officials as necessary (but not less than quarterly) to review <br />consultant's findings and recommendations. <br />• Provide any additional assistance as necessary to support the City in recovering and <br />preventing tax delinquencies. <br />• Utility Users' Tax: Prepare annual UUT report that includes legal and legislative issues <br />that could potentially affect UUT revenues and a five year forecast or each utility <br />industry type; assist in development of multi -year UUT budget revenue forecast model. <br />• Legislative/State Agency Liaison and Implementation Monitoring: Provide federal, state, <br />and local legislative and state agency liaison and program implementation monitoring <br />(including coordination with City's state and federal lobbyists in connection with <br />legislation/regulation relating to City's UUT. <br />City of Santa Ana — Revenue Auditing, Recovery, Reporting, Analysts, and LegislativelState Agency <br />Liaison and Implementation Monitoring Services <br />Request for Proposals No. 20-137 <br />October 26, 2020 Page 3 <br />
