ATTACHMENT 12 <br />PROPOSAL EVALUATIONS <br />Evaluations <br />An evaluation team composed of representatives from pertinent agencies/departments of <br />the City of Santa Ana will evaluate proposals on a variety of qualitative and quantitative <br />criteria. The selected proposal (or proposals) will be one(s) that provide the most effective <br />approach that best meets the City's requirements. The lowest price proposal(s) will not <br />necessarily be selected. <br />Selected Professional Consultant/Vendors may be invited to interviews and to make oral <br />presentations/demonstrations to City representatives. The Professional Consultant/Vendor <br />representative(s) attending the interview/oral presentation shall be technically qualified to <br />respond to questions related to the proposed assessment and work plan. <br />The evaluation criteria of the proposals will include, but are not limited to the following <br />aspects: <br />I. <br />Professional Consultant/Vendor Qualifications <br />2. <br />Professional Consu[tant/Vendor Experience <br />3. <br />Client References <br />4. <br />Proposed Scope of Services and Term of Contract <br />S. <br />Cost of Providing Service <br />Each proposal will be carefully reviewed by the evaluation team based on these criteria. A <br />score will be assigned to each proposal based on a scale of 100 — see sample Proposal <br />Rating Form (Attachment 13). The City reserves full discretion to determine the <br />competence and responsibility, professionalism, technical expertise, and/or financial position <br />of proposers. Proposers will provide, in a timely manner, any and all information which the <br />City deems necessary to make such a decision. <br />The evaluation team may conduct interviews with the top ranked firms (based on the <br />evaluation weighting above). During the interview process, non -binding price proposals and <br />costing data can be discussed.
