• Reduced lung function in children was associated with traffic density, especially trucks, within <br />1,000 feet and the association was strongest within 300 feet. <br />• Increased asthma hospitalizations were associated with living within 650 feet of heavy traffic <br />and heavy truck volume. (Lin, 2000) <br />• Asthma symptoms increased with proximity to roadways and the risk was greatest within 300 <br />feet. (Venn, 2001) <br />• A San Diego study found increased medical visits in children living within 550 feet of heavy <br />traffic. (English, 1999) <br />The 1-5 adjacent to the Project has 14 lanes of traffic, including two northbound onramp lanes. In the <br />area of the project, the 1-5 Freeway has been ranked to be one of the busiest in California, if not the <br />busiest.' People living within the Project will be located 70 to 750 feet downwind of the 1-5 Freeway and <br />as close as 2,500 feet southwest of the 55 Freeway. Therefore, many of the Project's residents will be <br />subjected to additional non -cancer health risks as a result of close proximity to the 1-5 and 55 Freeways. <br />CARB concludes: <br />"The combination of the children's health studies and the distance related findings suggests that <br />it is important to avoid exposing children to elevated air pollution levels immediately downwind <br />of freeways and high traffic roadways. These studies suggest a substantial benefit to a 500-foot <br />separation."' <br />As a result, CARB recommends that projects: <br />"[a]void siting new sensitive land uses within 500 feet of a freeway, urban roads with 100,000 <br />vehicles/day, or rural roads with 50,000 vehicles/day."' <br />Again, the closest people living on the Project site will be within 70 feet of the 1-5. A 300-foot radius <br />from the freeway will encompass approximately a third of the Project. <br />' "Highway Statistics."
