PETITION TO CITY OF SANTA ANA <br />Whereas, the `Artisan' neighborhood consists of 42 homes on Picasso and Rembrandt, the sole <br />vehicular and pedestrian access to which is at and through the traffic intersection of Artisan Way and <br />Jaguar Way in Santa Ana; and, <br />Whereas, during normal `drop off,' `pick up' and `special event' hours at Sergerstrom High School, <br />traffic on Jaguar Way often completely blocks the traffic intersection at Artisan Way, preventing <br />residents living on Picasso and Rembrandt, vendors and delivery vehicles from entering or exiting <br />for periods of time exceeding 30 minutes; and, <br />Whereas, California Vehicle Code section 22526(a) (the Anti -Gridlock Act) provides: <br />"Notwithstanding any official traffic control signal indication to proceed, a driver of a vehicle shall <br />not enter an intersection or marked crosswalk unless there is sufficient space on the other side of the <br />intersection or marked crosswalk to accommodate the vehicle driven without obstructing the through <br />passage of vehicles from either side;" and, <br />Whereas, Santa Ana Code of Ordinances section 36-41(9) provides: "No person shall drive a vehicle <br />into an intersection or a marked crosswalk unless there is sufficient space on the other side of the <br />intersection or crosswalk to accommodate the vehicle he is operating without obstructing the passage <br />of other vehicles or pedestrians in such intersection or crosswalk, notwithstanding any official <br />traffic -control device or signal indication to proceed;" and, <br />Whereas, courtesy, expediency and commerce will be enhanced if the City of Santa Ana enforces <br />the Anti -Gridlock Act and its own Ordinance at the traffic intersection of Jaguar Way and Artisan <br />Way; <br />Now, therefore, the residents of Artisan living on Picasso and Rembrandt petition the City of Santa <br />Ana to enact an ordinance or pass a resolution as part of the City's Traffic Management Plan: <br />1. Designating the traffic intersection at Jaguar Way and Artisan Way as an `Anti -Gridlock' <br />area; <br />2. Providing for the posting of signs on Jaguar Way advising operators of motor vehicles of the <br />same; <br />3. Installing and maintaining pavement markings on Jaguar Way at the intersection with Artisan <br />Way reading `KEEP CLEAR' and/or `DO NOT BLOCK; and, <br />4.
