Informational Report Relating to the City's Anti -Cruising Ordinance <br />Department(s): Police Department <br />Recommended Action: It is recommended that the City Council accept the <br />informational report and consider one of the following options: <br />1. Direct staff to return to the City Council with additional information. <br />2. Leave the anti -cruising ordinance as is (i.e., make no changes to the Santa <br />Ana Municipal Code relating to cruising).' <br />3. Direct staff to prepare an ordinance to repeal the anti -cruising ordinance. <br />4. Take no action. <br />MINUTES: Chief of Police David Valentin provided a brief presentation on the <br />Anti -Cruising Ordinance repeal impact. <br />Councilmember Hernandez spoke of his family"s history in Santa Ana and <br />also spoke of the positive contributions car clubs have made to the city, <br />Councilmember Lopez thanked the Santa Ana Police Department for their <br />hard work in policing and citing those participating in illegal street racing and <br />street takeovers. She also stated that she believes that cruising and lowriders <br />are mistakenly associated with violence,, and spoke regarding the California <br />Legislature unanimously passing a resolution commemorating the history of <br />cruising in California. <br />Councilmember Mendoza stated that her experience with cruising has always <br />been positive and that cruising should not be confused with or associated with <br />street racing or street takeovers. <br />Mayor Pro Tem Bacerra spoke of the illegal activities that take place during <br />cruising events and street racing. He stated his opposition to the approval of a <br />repeal ordinance but believes the City of Santa Ana has the potential to craft a <br />model ordinance that other cities can emulate. He requested staff draft an <br />ordinance that has regulations in place to allow safe cruising. <br />Councilmember Penaloza spoke in agreement with Mayor Pro Term Becerra's <br />request for an ordinance with regulations. He also requested staff draft an <br />ordinance that allows for regulated and controlled cruising. <br />CITY COUNCIL 17 November 15, 2022 <br />
