Vermont was cited as an <br />example last night: however, the speaker overstated its scope. <br />The State capital, Montpelier, does allow non citizens to vote; however, it is limited to <br />permanent residents, a limitation I have proposed. <br />The Council should be cautious when citing examples of non citizen suffrage as the <br />scope does vary amongst jurisdictions. <br />Under my limited proposal, Councilmember Phan would have been eligible to vote <br />immediately at age 18.
