A-2020-241-O2A
EXHIBIT A
June 8, 2023
Jerry Guevara, Senior Planner
City of Santa Ana
20 Civic Center Plaza
Santa Ana, CA 92702
via e-mail: JGuevora@santa-ana.org
Subject: Proposal for CEQA Peer Review Services for the Village Santa Ana Specific Plan
Dear Mr. Guevara,
The Village Santa Ana Specific Plan is an exciting mixed -use redevelopment opportunity for the City of
Santa Ana proposed near its southern gateway. As enthusiastic as some people may be, others may be far
less eager to see this project come to fruition. This high -profile project has already attracted interest
among the public and business stakeholders in the area. Therefore, it is critical for the City to partner with
a dedicated consulting team that brings exceptional qualifications and expertise to ensure that the
environmental documentation is complete, accurate, and legally defensible, consistent with the
requirements of the California Environmental Quality Act (CEQA).
Ascent welcomes this opportunity to submit our proposal for CEQA Peer Review services for the Village
Santa Ana Specific Plan. Our local staff and project management team, ChadBeckstrom, A/CP, and Tanya
Jones, have a long-standing working relationship with the City from their time with a prior employer. Both
Tanya and Chad are local residents of Orange County and have worked on multiple projects in Santa Ana
as well as countless others in the county and across Southern California over the last decade, including
preparation of a focused Subsequent Environmental Impact Report (SEIR) for the Metro East Mixed -Use
Overlay Zone Modifications and the Elan Project.
We are experts in complex and high -profile CEQA projects with active public involvement and scrutiny,
which will prove beneficial to the City for the proposed project. As the City is seeking an environmental
consultant to assist in the review of the applicant -prepared environmental impact report and technical
studies, Ascent is the ideal candidate to take on this exciting new mixed -use development program for
the following reasons:
We offer a strong project management team who specialize in complex high -profile projects. With
Tanya and Chad as the project management team, you can have confidence that they will work
hand in hand with the City and be involved in person or virtually as needed by the project to
attend public meetings and hearings and interact with active community members and
stakeholders. We can address public scrutiny and concerns from the community and decision -
makers while also providing the City the best CEQA advice and ensuring that the highest -quality
environmental documentation is completed. Tanya and Chad will bring the same skills that have
made other complex projects that have been prepared by applicant consultant teams successful
and withstand legal scrutiny.
Ascent Environmental, Inc., 15642 Sand Canyon, #54491, In'ine, CA 92619 AL.- 949.988.0890 F... 916.444.3997 asrentenvironmental.com
