preschool and kindergarten. We have already spent thousands of dollars to protect our property from being used
as a sleeping spot, bathroom, stealing electricity, and more. Recently we have had unstable people come to our
door in an attempt to gain access. The sale of alcohol increases this exponentially.
4. Alcohol sales: Alcohol can be purchased in 4 locations on this corner: Stater Brothers, liquor store next door
to to Stater Brothers, The Fling (Bar), and the Minimart (next to Starbucks). Adding a 5th point of sale, next to
a preschool is insanity.
5. Value Add: There is no value being added with a gas station. This market is currently oversaturated with gas
stations. There are 5 stations within 1/2 mile radius and another 4-5 if expanded to approximately 1 mile. How
does another station help bring additional services or money into the city? People that will use this station will
be taking away from sales at the nearby stations. It will not be bringing in new customers.
These are the concerns that are brought up by families of children enrolled. My own concerns as a business
owner are bit more involved.
I have been an upstanding business owner in Santa Ana for 17 years. I survived the economic impacts of
COVID (we closed for 2.5 months only to reopen and provide care for families in the midst of the pandemic so
that they could continue to work). I went from a full school to 25% capacity and had to rebuild. We continue to
provide excellent care for young children. However, the economic impact of a gas station could be devastating.
If we were forced to close our doors, 70 children would be without care. 95% of our families are dual working
parents. Are you willing to put these children's care and their parents (most of whom live in Santa Ana) ability
to work in jeopardy?
The City Planning Commission agreed that the construction of a gas station would be detrimental to the health,
safety, and welfare of the children in our care as well as the people residing in the adjacent neighborhoods.
They further felt that it would have a negative economic impact on surrounding businesses and future economic
development. Finally, they felt that a fueling station next to a childcare facility and kindergarten, including
secondary impacts from fueling operations and fuel and convenience store deliveries will create noise and
vibration impacts on surrounding properties, primarily Plumfield School.
I ask you to please consider these findings along with the statements from current and former Plumfield
Families when making your decision.
Thank you in advance for putting the health and safety of Santa Ana's children first in my request to deny the
applicant's appeal.
Best Regards,
Kim Cordoba
Kim Cordoba
Owner/Director
Plumfield Pre -School & Kindergarten
