Tsai <br />155 South El Molino, Suite 104 <br />Pasadena, CA 91101 <br />Subject: Local Hire Requirements and Considerations for Greenhouse Gas Modeling <br />Dear Mr. Tsai, <br />Soil Water Air Protection Enterprise ("SWAPE") is pleased to provide the following draft technical report <br />explaining the significance of worker trips required for construction of land use development projects with <br />respect to the estimation of greenhouse gas ("GHG") emissions. The report will also discuss the potential for <br />local hire requirements to reduce the length of worker trips, and consequently, reduced or mitigate the <br />potential GHG impacts. <br />Worker Trips and Greenhouse Gas Calculations <br />The California Emissions Estimator Model ("CaIEEMod") is a "statewide land use emissions computer model <br />designed to provide a uniform platform for government agencies, land use planners, and environmental <br />professionals to quantify potential criteria pollutant and greenhouse gas (GHG) emissions associated with both <br />construction and operations from a variety of land use projects."' CaIEEMod quantifies construction -related <br />emissions associated with land use projects resulting from off -road construction equipment; on -road mobile <br />equipment associated with workers, vendors, and hauling; fugitive dust associated with grading, demolition, <br />truck loading, and on -road vehicles traveling along paved and unpaved roads; and architectural coating <br />activities; and paving.2 <br />The number, length, and vehicle class of worker trips are utilized by CaIEEMod to calculate emissions associated <br />with the on -road vehicle trips required to transport workers to and from the Project site during construction.' <br />1 "California Emissions Estimator Model."
