Police Department <br />www.santa-ana.org/police <br />Item # 7 <br />City of Santa Ana <br />20 Civic Center Plaza, Santa Ana, CA 92701 <br /> Staff Report <br />October 3, 2023 <br />TOPIC: Public Intoxication and Substance Abuse Enforcement <br />AGENDA TITLE <br />Public Intoxication and Substance Abuse Enforcement - Monthly Report <br />RECOMMENDED ACTION <br />Receive and file. <br />GOVERNMENT CODE §84308 APPLIES:No <br />DISCUSSION <br />On August 15, 2023, the Santa Ana Police Department began the Public Intoxication <br />Enforcement Initiative, consisting of two parts: 1) direction to Field Operations Bureau <br />officers to take enforcement action when they encounter persons who are intoxicated in <br />public (drugs and/or alcohol); and 2) staff overtime shifts for directed enforcement of <br />public intoxication across the city. <br />As an educational and preventative measure, arrestees, upon release from jail, are <br />given materials from City Net and OC Health, which provide outreach and services <br />related to homelessness, mental health, and substance abuse. <br />From August 15, 2023 to September 15, 2023, staff reports the following: <br />•56 shifts have been fielded on overtime for the Public Intoxication Initiative <br />•374 hours of overtime <br />•303 contacts <br />•206 arrests <br />➢64 arrestees booked at the Santa Ana Jail <br />➢84 arrestees cited and released in the field on misdemeanor charges <br />➢58 arrestees cited and released in the field on infractions <br />•4 subjects transported for medical treatment <br />•2 subjects accepted a referral to a shelter <br />During this 30-day period, staff estimates the enforcement efforts cost $38,000.
