dta <br />w .FinanceDTA.com <br />FIRM QUALIFICATIONS <br />SECTION I <br />FIRM (QUALIFICATIONS <br />DTA is pleased to submit this proposal describing our firm and qualifications for performing <br />public finance consulting services to the City of Santa Ana (the "City"). It is our understanding <br />that the City and County of Orange ("County") are interested in working together to leverage <br />tax increment and Community Facilities District ("CFD") formation services for a mixed -use <br />project in the South Bristol Corridor. As such, the City is seeking qualified professional support <br />in evaluating and implementing an Enhanced Infrastructure Financing District ("EIFD") and a <br />CFD. <br />A Firm Overview <br />DTA, a corporation, was incorporated in the State of California on May 15, 1986 (Entity <br />Number C1374460), and has been providing public finance consulting services for over 37 years. <br />The corporation has two officers, specifically David Taussig, President, and Cecily Burke, <br />Secretary, both of whom are authorized to bind the firm. DTA's management personnel consists <br />of four principals identified as David Taussig, President, Kelly Wright, Chief Operating Officer, <br />Andrea Roess, Managing Director, and Kuda Wekwete, Managing Director. Notably, the firm is <br />not involved in any pending litigation that may affect its ability to provide the desired work <br />or current breach of contract with other agencies. DTA is a registered and licensed Municipal <br />Advisor with the U.S. Securities and Exchange Commission ("SEC") and Municipal Securities <br />Regulation Board ("MSRB") (ID No. K0961) and complies with all the fiduciary responsibilities <br />associated with our licensed status. <br />DTA has assembled a project team for the City with the breadth of experience required to <br />provide public finance consulting services in a professional and timely manner. This project <br />would be primarily handled out of DTA's Irvine office, which will allow us to easily provide <br />support for meetings with staff and City leadership and other finance team members. As our <br />staff is local, minimal travel will be required for all meetings and DTA staff can offer ease of <br />scheduling. In fact, we consider ourselves to be an extension of City staff. David Taussig, <br />President, will serve as the Principal -in -Charge of DTA's team and handle primary account <br />responsibilities for this engagement. Mr. Taussig would be assisted by Jerry Wen, a Senior Vice <br />President at DTA, Steve Runk, Vice President of Engineering Services at DTA, and Leni Zarate, a <br />Vice President at DTA, in addition to other support staff. All personnel will be available full-time <br />(100%) for the duration of the project. DTA does not anticipate employing the services of a <br />subcontractor for any portion of the City's requested services. <br />B Experience Relevant to This Engagement <br />8.1 Tax Increment Analyses <br />As California's redevelopment laws changed, DTA's redevelopment work focused on the <br />preparation of Fiscal Consultant Reports that involved the preparation of detailed tax <br />increment projections and the associated certifications necessary to support the <br />issuance of Tax Allocation Bonds and Certificates of Participation by Redevelopment <br />Agencies ("RDAs") and local municipalities.
