dta <br />www.FinanceDTA.com <br />property owners. <br />SECTION I <br />FIRM QUALIFICATIONS <br />While DTA's land -secured financing district formation consulting services have covered all types <br />of residential, commercial, and mixed -use developments, we have been particularly successful <br />in financing infrastructure for large-scale projects, including dozens of planned communities. <br />DTA has been singularly responsible for many of the technical innovations that have occurred <br />in the special tax and special assessment consulting fields and many are now considered <br />standards in the industry. For example, DTA developed and implemented the first "backup" <br />taxes, the first efficient special tax prepayment formula (which is now employed industry -wide), <br />special tax zones and improvement areas, principal buydown formulas that allow for flexibility <br />in the land uses ultimately developed within a special district, and other innovations that <br />strengthen the credit worthiness of special district bonds. We have provided additional details <br />on our CFD formation and bond issuance consulting services in the subsequent subsections. <br />C.1 CFD Formation/Bond Issuance Qualifications <br />DTA is particularly known for our specialized expertise in the design and administration <br />of CFDs and ADs. DTA's level of experience with CFD formations vastly exceeds that of <br />any other consultant. Our firm was the State's pioneer in the formation of CFDs <br />starting in 1985 and remains the State of California's leading Special Tax Consultant. <br />DTA's CFD special tax formulas have been utilized in the formation of over 1,200 CFDs <br />and provided debt service coverage for the sale of land -secured bond issues by most of <br />these districts. <br />Typically, municipalities seek out the services of a Special Tax Consultant or an <br />Assessment Engineer to utilize the consultant's specialized qualifications to advise and <br />provide technical assistance to ensure numerical and technical accuracy in the <br />assessments/taxes being charged, develop a legally defensible and equitable distribution <br />of public improvement and/or services costs, and otherwise assist with the structuring <br />and implementation of each special district in a manner consistent with the <br />municipality's stated goals and policy objectives. DTA has the necessary expertise to <br />provide these consulting services by virtue of its professional staff's many years of <br />experience specializing in the formation and administration of special districts. DTA's <br />special district experience takes many forms, as illustrated in the discussion below. <br />• Broad -Based Experience: DTA has considerable experience with virtually every <br />CFD/AD scenario imaginable. We have participated in districts with single and <br />multiple property owners, improvement areas and zones, single and multiple <br />series of bonds, escrowed bonds, fixed and variable rate and capital appreciation <br />bonds, and residential and non-residential land uses. DTA has developed <br />apportionment methodologies for the financing of Master Plan capital <br />improvements, local subdivision improvements, public services, and even the <br />undergrounding of existing overhead utilities. We have participated in the <br />formation of land -secured districts containing fewer than 20 dwelling units and <br />those with more than 38,000 dwelling units. Our staff has participated in <br />numerous refundings and restructurings as well.
