<br />Mr. Taussig and the firm are a registered Municipal Advisor with the SEC/MSRB. He holds a
<br />Series 54license as a Principal Municipal Advisor and Series 50 license as a Municipal Advisor
<br />under regulations promulgated by the SEC and MSRB.

<br />Project Role — Fiscal Impact/Financial Review
<br />Jerry Wen, CFA, Senior Vice President, has a background in CFD and
<br />Assessment District ("AD") formation and administration. Since joining DTA
<br />in 1999, Mr. Wen has been involved in all aspects of CFD and AD formation
<br />and implementation, including boundary map preparation, special tax and
<br />cash Flow analyses, overlapping debt analyses, and Rates and Methods of
<br />Apportionment ("RMAs"). Mr. Wen has also been responsible for numerous
<br />due diligence assignments, including the review and analysis of existing
<br />CFDs, preparation of property owner disclosure documentation, and evaluation of bond
<br />financing feasibility. Mr. Wen is actively involved in the administration of numerous CFDs and
<br />ADS and familiar with the preparation of annual budgets, Continuing Disclosure Reports, and
<br />California Debt and Investment Advisory Commission ("CDIAC") Yearly Fiscal Status Reports,
<br />bond indenture compliance analyses, delinquent special tax monitoring and follow-up, and
<br />parcel change, subdivision, and development research.
<br />Mr. Wen has been responsible for the establishment and implementation of numerous TIF
<br />districts throughout the U.S. and is the current Project Manager for the Santolina financing
<br />program in New Mexico, which includes a major tax increment revenue -based component.
<br />Santolina is a master -planned community located adjacent to the City of Albuquerque in
<br />Bernalillo County, NM, that encompasses approximately 13,678.80 acres of land and is
<br />anticipated to include 38,045 dwelling units at build -out with significant commercial and
<br />industrial elements. His work on this project has included the preparation of the General Plan,
<br />a feasibility study, and a bonding capacity analysis.
<br />Mr. Wen is the leader of DTA's FIA practice, having been involved in the preparation of over 100
<br />FIAs that have evaluated the municipal revenues generated by one or more land development
<br />projects as compared with the costs to a municipality of providing public services to those
<br />projects. He assumed FIA responsibilities for several of the EIFDs established by DTA, including
<br />those prepared for the County of Riverside's Temecula Valley Wine County EIFD and proposed
<br />Salton Sea EIFD. Mr. Wen has also prepared Economic Impact Analyses ("EIAs") to determine the
<br />direct, indirect, and induced employment and economic benefits generated by new
<br />development. Mr. Wen has conducted dozens of these types of impact analyses for projects in
<br />the Cities of Carlsbad, Claremont, Chula Vista, Costa Mesa, Covina, Menifee, Murrieta, Norco,
<br />Ontario, Placentia, Rialto, Riverside, San Marcos, Santa Ana, and Stanton and the Counties of
<br />Riverside, San Benito, San Bernardino, and Sutter.
<br />In 1998, Mr. Wen received a B.A. in biology from Cornell University. In 2008, Mr. Wen earned
<br />the right to use the Chartered Financial Analyst ("CFA") designation. Mr. Wen has also attained
<br />his Series 50 licensing as a registered Municipal Advisor with the SEC and MSRB.
