dta <br />v .FinanceDTA.com <br />III BACKGROUND AND PROJECT SUMMARY <br />SECTION III <br />BACKGROUND AND PROJECT <br />SUMMARY <br />It is our understanding that the City and County are interested in working together to leverage <br />tax increment and CFD formation services for a mixed -use project in the South Bristol Corridor. <br />As such, the City is seeking qualified professional support in evaluating and implementing an <br />EIFD and a CFD. <br />One innovative approach to achieving a timely and unique developer project is the Riverside County <br />Temecula Valley Wine Country EIFD. This project was inventive because we utilized the EIFD for <br />the benefit of wineries within Wine Country, which has not previously been done. The district <br />encompasses 9,007 acres within the 33,000-acre Wine Country just east of Temecula. <br />The City will be faced with similar challenges as other agencies that have formed EIFDs. These <br />challenges include the following: <br />• Potential Ambiguities: As a new tool, the Government Code has many ambiguities. There <br />have been several updates, although there have not been any lawsuits to give direction to <br />interpretation. <br />• Slow Accumulation of Increment. Typically, a project takes approximately 5-7 years to <br />have enough increment to leverage a bond sale. If development should slow down, then <br />the increment is not collected. <br />• Length of Time to Form a District: Although we have completed districts within 8 months, <br />districts are typically created within 12-18 months depending on public outreach and <br />education. <br />To manage this contract effectively in terms of team performance, schedule compliance, and <br />budget adherence, Mr. Taussig, DTA's Project Manager, will utilize these tools: <br />• Bi-weekly assignment checklists throughout the life of the contract to ensure each task <br />remains on schedule by utilizing proper staffing assignments. <br />• Regular communication with City staff via e-mail, telephone, and in -person meetings, as <br />needed. <br />• Weekly budget review to ensure no budget overruns occur. DTA's customized accounting <br />system will enable us to track the expenditures to date each week and ensure budget <br />compliance. <br />• Regular meetings with City staff to discuss progress and any issues and receive guidance. <br />At DTA, we understand that public finance is about ensuring that communities can thrive by <br />assessing what the best solution is for the community as a whole and what will help the community <br />reach and sustain growth goals. <br />City of Santa Ana September 8, 2023 <br />Proposal for Consultant Services Related to the Evaluation of an EIFD and a CFD <br />13 <br />
