This project was inventive because we utilized the EIFD for
the benefit of wineries within Wine Country, which has not previously been done. The district
encompasses 9,007 acres within the 33,000-acre Wine Country just east of Temecula.
The City will be faced with similar challenges as other agencies that have formed EIFDs. These
challenges include the following:
• Potential Ambiguities: As a new tool, the Government Code has many ambiguities. There
have been several updates, although there have not been any lawsuits to give direction to
interpretation.
• Slow Accumulation of Increment. Typically, a project takes approximately 5-7 years to
have enough increment to leverage a bond sale. If development should slow down, then
the increment is not collected.
• Length of Time to Form a District: Although we have completed districts within 8 months,
districts are typically created within 12-18 months depending on public outreach and
education.
To manage this contract effectively in terms of team performance, schedule compliance, and
budget adherence, Mr. Taussig, DTA's Project Manager, will utilize these tools:
• Bi-weekly assignment checklists throughout the life of the contract to ensure each task
remains on schedule by utilizing proper staffing assignments.
• Regular communication with City staff via e-mail, telephone, and in -person meetings, as
needed.
• Weekly budget review to ensure no budget overruns occur. DTA's customized accounting
system will enable us to track the expenditures to date each week and ensure budget
compliance.
• Regular meetings with City staff to discuss progress and any issues and receive guidance.
At DTA, we understand that public finance is about ensuring that communities can thrive by
assessing what the best solution is for the community as a whole and what will help the community
reach and sustain growth goals.
City of Santa Ana September 8, 2023
Proposal for Consultant Services Related to the Evaluation of an EIFD and a CFD
13
