dta <br />v w i.FinanceDTA.corr <br />Task 10 — Public Report <br />SECTION IV <br />SCOPE OF WORK <br />DTA will prepare the Public Report, as described in Section 53321.5 of the California Government <br />Code, containing descriptions of the proposed services and/or capital facilities, their estimated costs, <br />estimated bonded indebtedness and related issuance costs and incidental expenses, maximum <br />annual special tax rates, and an explanation of the special tax apportionment methodology. <br />Task 11— Document Review and Preparation <br />DTA will assist the City and its finance team in the preparation and review of legal and bond <br />documents for the formation of the CFD, including the Resolution of Intention and Resolution of <br />Formation, and assist participating parties in executing such agreements, as needed. We will also <br />provide necessary data and advice to bond counsel regarding the implementation of the CFD, <br />including policies that address changes in land uses that occur after district formation and potential <br />future annexations. <br />Task 12 — Notice of Special Tax Lien <br />We will provide a list of Assessor's parcels to be attached to the Notice of Special Tax Lien and <br />coordinate its recordation with the County under the Streets and Highway Code 93114.5. <br />Task 13 — General and Technical Assistance <br />DTA will answer questions and provide technical advice to the City and its finance team regarding <br />CFD formation during the period in which Tasks 1-12 are being completed. <br />Task 14 — Meetings/Conference Calls <br />DTA will attend up to one (1) on -site meeting and four (4) online meetings, including the kickoff <br />meeting, with City staff, the City Council, and other parties regarding the development and <br />implementation of the CFD. <br />City of Santa Ana September 8, 2023 <br />Proposal for Consultant Services Related to the Evaluation of an EIFD and a CFD <br />21 <br />
