As part of the Homeland Security Grant Program (HSGP) Investment Justification and Grant <br />Application process, project applications submitted by the City of Santa Ana were reviewed and <br />evaluated based on federal program priorities, regional benefit, and degree of applicability to the <br />overarching Anaheim/Santa Ana Urban Area goals and objectives. Throughout the grant cycle, the <br />ASAUA Grant Office will use projected milestones and performance measures to assess project status <br />and overall grant compliance. All activities funded with this award must be completed within the <br />Sub -Recipient performance period. <br />It is critical that all City of Santa Ana employees that are involved in the FY22 UASI Grant Program <br />become familiar with the Transfer Agreement between the City of Anaheim and the City of Santa <br />Ana regarding the FY22 UASI Grant Program as well as the FY22 Homeland Security Grant Notice of <br />Funding Opportunity, the FY22 Homeland Security Grant Program California Supplemental Guidance, <br />and the FY22 Anaheim/Santa Ana UASI (ASAUA) Sub -Recipient Grant Guide. This subaward is subject <br />to the requirements in 2 CFR, Part 200. It imperative that the Anaheim UASI Office is contacted <br />before any projects are procured to ensure that Environmental Historic Preservations (EHP), <br />Aviation/Watercraft, and Establish/Enhance Emergency Operations Center requirements have been <br />met, as well as financial regulations pertaining to sole source. Any modifications to projects <br />identified as a National Priority Project (designated on the project list with (NP)) will require prior <br />approval from CaIOES/FEMA. We will seek any applicable requests and approvals on your behalf to <br />the California Governor's Office of Emergency Services (CaIOES). Sub -Recipients are also required to <br />obtain a performance bond prior to the purchase of any equipment item over $250,000. <br />Performance bonds must be forwarded to the ASAUA Grant Office for submission to CalOES no later <br />than time of reimbursement. <br />Reimbursement for overtime and backfill for training is no longer offered by the ASAUA however, <br />the grant will continue to provide reimbursement for personnel who assist with the instruction and <br />delivery of the approved UASI courses. The funding allocation below is being provided as an <br />estimated value of training instructor participation based on the number of first responders in your <br />agency that have been approved to teach. It is being provided for your City's respective internal <br />budgetary needs only and does not reflect a direct allocation as in the past. Additional funds may be <br />awarded at a later time depending on your agency's participation and available dollars. <br />Regional Training Program — Instructor Participation <br />Police Department: $56,277.27 <br />Sub -Recipients are encouraged to seek reimbursement through the grant cycle, as funds are <br />expended. Final Training Reimbursement Requests are due no later than December 31, 2024. Final <br />reimbursement requests for all other approved project costs are due no later than March 31, 2025. <br />This grant is subject to all provisions of 2 CFR Part 200 Subpart F — Audit Requirements. Sub - <br />recipients are required to submit copies of completed Single Audit Reports to the ASAUA Grant <br />Office, along with any Corrective Action Plans as a result of HSGP findings. <br />FY22 UASI Subrecipient Award Letter Page 2 of 3 <br />
