(MIG) for the Comprehensive Zoning <br />Code Update in an Amount not to Exceed $1,574,515 (Specification No. 23-010) <br />(General Fund and Non -General Fund) <br />RECOMMENDED ACTION <br />Authorize the City Manager to make all conforming edits and execute a Professional <br />Service Agreement with Moore, lacofano, Goltsman, Inc. (MIG) for the Comprehensive <br />Zoning Code Update in an amount not to exceed $1,574,515, which includes a <br />contingency amount of $50,000 and optional tasks totaling $95,700, for a two-year term <br />beginning on October 17, 2023, and expiring on October 31, 2025, with provisions for <br />one two-year extension, subject to non -substantive changes approved by the City <br />Manager and City Attorney (Agreement No. 2023-XXX). <br />GOVERNMENT CODE §84308 APPLIES: Yes <br />DISCUSSION <br />The Planning and Building Agency plays a critical role in achieving the City Council's <br />goals for the physical development of the community. The Planning Division is one of <br />the four divisions that comprise the Planning and Building Agency. The Planning <br />Division is responsible for the review and processing of land use applications and new <br />development, the maintenance of the City's General Plan and Zoning Code, <br />environmental review, neighborhood initiatives and environmental justice efforts, and <br />historic preservation. <br />The City Council adopted a comprehensive update to its General Plan on April 19, <br />2022. The updated General Plan includes significant changes to the Land Use Map that <br />reflect the vision of the community to accommodate future growth along five major <br />transit corridors, and includes policies to address sustainability, health and wellness, <br />and environmental justice concerns through changes to the built environment. <br />To ensure the City's Zoning Code and General Plan are consistent, and to maintain <br />compliance with state law, comprehensive amendments to the Zoning Code are <br />
