M 0 EXHIBIT A <br />Santa Ana Comprehensive Zoning Code Update <br />Revised Scope of Services — August 2023, October 2023 <br />This scope of work focuses on: <br />■ Restructuring and rewriting Chapter 41 (Zoning) of the Santa Ana Municipal Code to improve <br />ease of use, facilitate future updates, and reflect state-of-the-art standards and processes that <br />will achieve quality development projects <br />■ Implementing General Plan policies and implementation programs to achieve long-range goals <br />■ Creating new zoning districts from the five General Plan Focus Areas <br />■ To the maximum extent possible, incorporating the nearly 100 specific plan zoning districts and <br />overlay zones into the code, either as clear cross references to comprehensive specific plans or <br />by subsuming those plans that are fully built out, into existing and new zoning districts <br />■ Incorporating graphics to illustrate development standards and desired conditions <br />■ Reworking current administrative procedures to achieve transparent, predictable, and <br />consistent processes for City staff and community members <br />■ Ensuring all regulations reflect current State laws <br />■ Addressing City staff's "fix -it" lists <br />■ Reflecting sustainability principles <br />■ Allowing this new, modern code to be translated into a readily navigable, hyperlinked, web - <br />based code <br />For ease of readability in the following scope, our team is identified the MIG Team, inclusive of all team <br />members. <br />Project Assumptions <br />■ Coordination meetings between City staff and the MIG Team largely will consist of video <br />conferences (for time and cost efficiencies). <br />■ For all deliverables provided to the City for review, the City will provide a single set of directed <br />revisions to the MIG Team using Word's track -changes function. <br />To facilitate this work approach, as an alternative we can prepare draft documents using Google Docs <br />or SharePoint. <br />TASK 1: PROJECT OUTLINE, MANAGEMENT, AND COORDINATION <br />The purpose of this task is to refine the approach to the Zoning Code comprehensive update and lay the <br />foundation for consistent project management and smooth communications throughout the work <br />program.
