Appoint Silvia Reyes, Southwest Senior Center, to the Parks, Recreation and <br />Community Service Commission for a two-year term expiring October 31, 2025. <br />2. Appoint David Dang, Santa Ana Senior Center, to the Parks, Recreation and <br />Community Service Commission for a two-year term expiring October 31, 2025. <br />GOVERNMENT CODE §84308 APPLIES: No <br />DISCUSSION <br />On January 17, 2023, the City Council agendized a discussion to establish a Senior <br />Citizen Commission. There was a consensus among the City Council to direct staff to <br />return to the City Council with an analysis on the matter and to provide options for the <br />City Council consideration. Accordingly, on March 7, 2023, staff presented a staff report <br />outlining preliminary research of different commission structures, alternatives to a <br />commission, and a draft ordinance establishing a Senior Citizen Commission. Staff's <br />recommendation was to add two additional seats to the existing Parks, Recreation and <br />Community Services Commission, thereby increasing the total number of members <br />from seven to nine. <br />There was consensus among the City Council to direct staff to finalize an ordinance to <br />add two seats to the Parks, Recreation and Community Services Commission. The <br />additional members will serve as advisors on matters concerning the Parks, Recreation, <br />and Community Services Agency's service delivery to residents 55 years and older. <br />The new ordinance outlines that members of the Parks, Recreation and Community <br />Services Commission will be appointed by residents as follows: <br />
