Authorize the City Manager to execute an agreement with Overdrive, Inc. to provide <br />hosting services and digital content in an amount not to exceed $405,000 for a term <br />beginning November 1, 2023 and expiring June 30, 2026, with provision for two, 1-year <br />renewal options, subject to non -substantive changes approved by the City Manager and <br />City Attorney (Agreement No. 2023-XXX). <br />2. Approve an appropriation adjustment to recognize $16,639 in California State Library <br />California Library Services Act funds in the miscellaneous income revenue account and <br />appropriate the same amount into the Library Tech & Support Services, Computer <br />Software Subscriptions expenditure account. (Requires five affirmative votes) <br />GOVERNMENT CODE §84308 APPLIES: Yes <br />DISCUSSION <br />On January 19, 2020, the City Council approved an agreement between the City of <br />Santa Ana and Overdrive, Inc. ("Overdrive") to provide content hosting services and <br />digital content such as e-books, e-audiobooks, e-magazines, and video streaming. The <br />Library would like to enter into a new agreement with Overdrive to add an additional <br />$25,000 for digital content for fiscal year 2023-2024 and increase the annual amount <br />from $70,000 to $95,000 for subsequent years. <br />In recent years, electronic content such as e-books, e-audiobooks, e-magazines, and <br />streaming content have become very popular, and an essential part of the Library's <br />digital services platform. As a result, the Library Services Agency proposes to increase <br />funding for Overdrive in order to purchase additional digital content. Library patrons can <br />access Overdrive content through various methods that include the Santa Ana Public <br />Library's website, Libby app (by Overdrive), or on e-reader devices.
