EXHIBIT 1 <br />o Identify any responsibilities that will be requested of the City of Santa Ana. <br />4) Projected Sales Prices. Please include the following information related to proposed market rate <br />and affordable sales prices: <br />• Market Rate Sales Prices: <br />o Provide the proposed market sales prices for each unit type; <br />o Include evidence that the market rate sales prices shown in the pro forma are <br />reasonable and achievable. Please include a preliminary market study analysis that <br />demonstrates that the sales prices are achievable. <br />Affordable Sales Prices: <br />o Provide the proposed affordable sales prices for each proposed income level by unit <br />bedroom type. <br />o Provide the assumptions utilized for the affordable sales price calculations including: <br />■ Proposed income limits; <br />■ Utility allowances; <br />■ HOA, insurance and maintenance allowances; and <br />■ The Interest rate assumed for the homebuyer first trust deed mortgages. <br />5) Community Inclusion. <br />• Describe how neighborhood input was solicited and utilized in the development of your <br />proposal. Specifically, provide a description of any community outreach efforts that you <br />undertook to inform the development of your proposal, including early outreach meetings with <br />local stakeholders, outreach to the Santa Ana Unified School District, engagement with local <br />neighborhood associations, letters of support requested or received from local community <br />groups, and any commitment to donate a portion of your developer fee to a project or initiative in <br />the surrounding neighborhood. <br />• Provide details on the development team's community outreach strategy for the project. <br />Describe the steps you will take after approval of your pre -loan commitment letter to ensure <br />maximum feasible participation of local low-income residents and businesses in the <br />development of the project. Describe how the project will be developed and operated so as to <br />ensure compliance with all relevant components of the Americans with Disabilities Act. Please <br />refer to the Community Outreach Guidelines in Exhibit I for additional guidance. <br />6) Proposed Development Schedule. Taking as a starting point City Council approval of the pre - <br />loan commitment letter, provide a proposed development schedule that includes the following <br />milestones at a minimum: site acquisition, additional required loan commitments and funding from <br />all other funding sources, zoning change approvals (if necessary), preparation and approval of <br />construction plans, start of construction, completion of construction, and sale of the units. <br />7) Current Tenants. Provide a listing of all tenants currently residing in the units, if applicable. <br />8) Proposer shall complete and return the following Exhibits attached herewith: <br />• Exhibit B — Additional Insured Endorsement for Commercial General Liability Policy (Not <br />required until after Developer selection) <br />• Exhibit C — Proposer's Statement <br />• Exhibit D — Certification of Nondiscrimination <br />City of Santa Ana Community Development Agency <br />Request for Proposals for Affordable Homeownership Opportunities <br />Page 11 <br />
