Take no action; OR <br />2. Adopt a resolution calling and giving notice of a General Municipal Election to be <br />held in the City of Santa Ana on November 5, 2024 for the submission of a ballot <br />measure to the qualified voters proposing a Rent Stabilization and Just Cause <br />Eviction Ordinance and requesting the Orange County Board of Supervisors to <br />consolidate this election with the Statewide General Election <br />RESOLUTION NO. 2023-XXX — A RESOLUTION OF THE CITY COUNCIL OF <br />THE CITY OF SANTA ANA CALLING AND GIVING NOTICE OF A GENERAL <br />MUNICIPAL ELECTION TO BE HELD IN THE CITY OF SANTA ANA ON <br />NOVEMBER 5, 2024 FOR THE SUBMISSION OF A BALLOT MEASURE TO <br />THE QUALIFIED VOTERS PROPOSING A RENT STABILIZATION AN JUST <br />CAUSE EVICTION ORDINANCE AND REQUESTING THE ORANGE COUNTY <br />BOARD OF SUPERVISORS TO CONSOLIDATE THIS ELECTION WITH THE <br />STATEWIDE GENERAL ELECTION (includes determination that this Resolution <br />is not subject to the California Environmental Quality Act (CEQA) pursuant to <br />sections 15060(c)(2) and 15060(c)(3) of the State CEQA Guidelines because it <br />will not result in a direct or reasonably foreseeable indirect physical change in the <br />environment, as there is no possibility it will have a significant effect on the <br />environment and it is not a "project,"as defined in section 15378 of the State <br />CEQA Guidelines. Furthermore, the Resolution falls within the "common sense" <br />CEQA exemption set forth in CEQA Guidelines section 15061(b)(3), excluding <br />
